Hmmm….I have more questions than answers here.
If the pond is heated AND if it has a good filtration system then there is definitely scope for the fish to grow to 24″.
No heating and you’ll need to stop feeding high protein food.
No filtration and you need to be very careful on amounts of food given. All of that food produces lots of waste that will destroy your water quality.
I had a Ghost koi, a comet and a shubunkin all about five years old, they were about 3-4 when bought and they all reached over 13, the koi was 14 1/2. They were stolen from my pond 2 weeks ago, leaving my daughter whose pets they were, severely distraught. The pond was about 550 gallons ,6′ diameter. We never thought that these fish would get so big. They were fed on Tetra pond.

they actually grow to the size of the pond , if only 2 fish figure at maturity about 18 inches
They are suppose to grow to the size of pond in which they live in. I use to think that until I had 125 gallon pond with 2 shebunkins and 1 koi who grew quite large (1.5 feet) before he was plucked out of the pond by a predatory bird.
I think it’ll grow larger than what you would like them to be.
You might supply water plants in the pond for them to protect themselves from predators.
A 500-600 gallon pond is TOO SMALL they will outgrow it and won’t be able to hide in winter and will get stressed and die, they may even try to leap out. Please remember it’s only goldfish that grow to suit the size of their tank. Koi need deep water.
