not a good time of year for adding fish to a pond within the uk as the water temperature will be to low for the fish to adjust , where ever you bought them from should have told you this ?
fish metabolism shuts down as the water temperature lowers .
floating the bag for two hours is far to excessive as the oxygen will have been used up within the unopened bag , yet again this all comes down to where you bought the fish the information you receive from them ?
you may be lucky that they are hiding there is a 99% chance that they have died

This wasn't the best time to introduce fish to the pond! As it's getting so cold here, and frosty, it is sadly likely they may have perished. Pond fish are preparing to go into a kind of hibernation right now, small juvenile Koi just won't be ready for that. If you can find them, net them out and over winter them in a large over filtered fish tank.

In the UK the best time to introduce new pond fish is the spring!

If you have rocks for the sides of your pond like ours has they are probably hiding. When we've gotten new fish they disappeared we thought a raccoon ate them but weeks later they reappeared. Sometimes a bit of food tossed in the water will get them to come out. Check for them at different times of the day. If you have pond underwater lights they may come out more often at night.

They probably are only hiding, it is a strange new place for them they will take a few days to get accustomed to their new home.
Also, at this time of the year when the water is very cold, fish do not move about much and stay near the bottom.
