Maybe your pond isn’t deep enough.

how deep is your pond ? is there any algae present ? what plants do you have in the pond ? how much sun exposure does in get ? what is the water temperature ? what is the water chemistry ? any raccoons around ? how about herons ?

Are there any large birds in your neighborhood? Have you counted your fish lately?

without test you can’t say water is ok.
check ph, o2, No2, No3, chlore levels.

its probably the coolest spot in the pond. literally. i have to completely redo my pond because the sun here is cooking the fish that are in there. its only about 3 feet deep, and is always in the sun. im going to get some lilly pads and dig another foot or foot in a half so they can get some better temps and have more shade. you can try the lillys first its just the texas sun is really just too hot down here.

koi need a deep pond to develop properly….although i would not think this is your problem.
fish tend to ‘huddle’ when scared (more chance to survive if in a group)
i think the fact they are in the shallows would rule out birds.
is filtration ok?
there will be more oxygen in the water at the shallows…yes, fish do breath and need oxygen, the gills filter it, basically.
other than that, fish in a pond will ’settle’ in winter/colder weather.
if you are in the UK they are probably as sick of the changing weather as we are ;(

koi carp are very social, they hang around in groups, you will also find if you add some more fish they will not be aloud in the group straight away , there’s nothing to worrie about
