Maybe the water is too cold?
your fish are just lazy throw a cat in the pond this should solve your problem of lazzzzzy fish
If it`s cold where you live eg UK, then your fish will semi-hibernate in winter. You don`t need to start feeding them until they warm up and start swimming around, usually April- May time. When it`s cold they all huddle in the deepest part of the pond which will also be the warmest.
When it`s really warm in the summer, they will eat a lot of pellets and swim around all the time.
Edit: I read your extra notes. Your fish may be irritated by the water, but you can buy water conditioner from the pet shop- just calculate the volume of your pond by multiplying the depth by length by width, instructions are on the bottle. Also a good Koi supplier will be happy to advise you.
I also wondered if your fish are feeling a bit vulnerable, they do fear predators (herons for example) so plenty of plants and surface cover might make them have a bit more confidence.

The cold water might have been a bit too much of a shock to them. Generally, it’s a good idea to add fish to a pond in the late spring and early summer – simply because the change in temp can shock and kill them.
I assume, unlike the rest of the people that answered the question, that you must be in a semi- warm place. YOU DID state that the pond is NEW. I would also assume that you didn’t make a NEW POND somewhere that the ground is still too cold to dig or frozen.
You have stated that they have now lived for a month in the new pond.
Koi are community fish, so they will stay together. Do you have all the necessities? A good biological filter? with a uv light? Are they eating? Do you have plants in the pond, that will help with the necessary bacterial growth?and for feeding, hiding? Sometimes, even putting a fountain adds a little bit more oxygen, that will help you KOI? If you have bought one of those plastic insert in the ground ponds, set some water out for 2 days, as you would for an aquarium change, and change 25 % of the water and see if that gets them going.
Without knowing any of the details, it is kind of hard to finish helping, but I hope any of the above will give you some insight
